About

About This Program

Up to $25,000 in forgivable down payment help for first-time buyers purchasing in Fulton County outside the City of Atlanta.

Fulton County's Homeownership Program (HOP), run by the Department of Community Development with federal HOME funds, helps low- and moderate-income first-time buyers purchase a home in Fulton County outside the City of Atlanta. Buyers can receive up to $25,000, based on need, for down payment, closing costs or an interest rate buy-down. The assistance is a deferred 0% interest second mortgage with no monthly payments. 20% is forgiven each year, and nothing is repaid if the home stays your primary residence for the five-year affordability period. Your participating lender submits the application through the county's online portal, and review takes up to 20 days once the file is complete. Funds go to eligible buyers first come, first ready until the year's budget runs out. Buyers must use a Georgia-licensed Realtor, and homes must pass a county inspection.
