About

About This Program

Clayton County's development authority helps businesses find sites, use tax credits and incentives, and connect with local leaders.

The Development Authority of Clayton County, known as Invest Clayton, works to attract new jobs and investment to Clayton County. It offers introductions to local leadership, help navigating and speeding up the local development process, site and building searches, bond financing applications, and information on incentives. For 2026 the State designated Clayton a Tier 1 county: a business that creates at least two new full-time jobs (35 or more hours a week, with health insurance and wages above the state's lowest county average) can claim a $4,000 per job tax credit for up to 10 years. Clayton also has an Opportunity Zone east of Hartsfield-Jackson, New Markets Tax Credit areas, the Atlanta Tradeport Foreign Trade Zone and a 100% Freeport exemption, and the County aims to process permits for impactful projects in seven business days. Its Momentum 500 Small Business Growth & Sustainability Grant is closed; the application deadline has passed.
