About

About This Program

Douglas County's development authority and Elevate Douglas help businesses with sites, incentives, permitting and hiring in Douglas County and Douglasville.

The Development Authority of Douglas County, created by the Board of Commissioners in 1973, brings jobs and investment to Douglas County and Douglasville. Day-to-day economic development is run by Elevate Douglas Economic Partnership, a public-private partnership of the County and City of Douglasville development authorities and the Douglas County Chamber. Services include confidential site selection, financing programs and incentives, fast-track permitting, government liaison help, demographics and property data, and help for existing businesses with workforce training, hiring and expansion permits. Elevate Douglas uses a point system based on jobs, investment and wages to set a company's tax incentive schedule, and offers discretionary grants for workforce and talent development to companies that don't qualify for Georgia QuickStart. The authorities can also issue Industrial Development Revenue Bonds for qualifying projects.
